Terms and Conditions
Last updated: April 5, 2026 · Effective date: April 5, 2026
These Terms and Conditions (the "Terms") are a legal agreement between you ("User", "you", or "your") and PDFWhirl ("PDFWhirl", "we", "us", or "our") that governs your access to and use of pdfwhirl.com (the "Site") and every PDF tool, API, content page, communication channel, and downloadable asset that we make available through the Site (collectively, the "Service"). By using the Service you confirm that you have read, understood, and agreed to be bound by these Terms. If you do not agree with any part of these Terms, you must stop using the Service.
These Terms are supplemented by the Privacy Policy, the Cookie Policy, and the Security Statement. All four documents apply together. If you use the Service on behalf of a company or another legal entity, you warrant that you have the authority to bind that entity, and references to "you" include that entity.
1. Acceptance of these Terms
You accept these Terms by doing any of the following: opening the Site, uploading a file to any tool, submitting a request to any API endpoint, downloading a processed output, reading an article hosted on the Site, or corresponding with us using one of the email addresses published on the Site. Acceptance is a prerequisite to use. If you reject any clause of these Terms you must immediately stop accessing the Service. Because no account is required, we treat each use of the Service as a separate, distinct acceptance event.
We may require that some features be used only after you affirmatively tick a consent checkbox, click a confirmation button, or provide an electronic signature. When we do so, clicking the button or equivalent action constitutes your signature for that specific interaction, and the resulting agreement is enforceable in the same way as a written signature where permitted by applicable law.
2. Description of the Service
PDFWhirl is a web-based document-processing toolkit. The Service currently includes tools for merging multiple PDF files into a single document, compressing PDF files to a smaller size, splitting a PDF into separate pages or ranges, converting PDFs to Word documents, converting Word documents to PDF, converting PDFs to JPG images, converting JPG images into PDFs, and rotating PDF pages to a correct orientation. We may add, rename, deprecate, or remove tools from time to time in line with product development priorities.
The Service is designed for consumer and professional use cases that do not require the file to persist on our servers after processing. The pipeline is deliberately ephemeral: you upload a file, the tool acts on it, you download the result, and the file is deleted from the processing environment. We also publish educational content — articles, guides, tutorials, FAQs, glossary entries, and press resources — intended to help users make informed decisions about document workflows.
3. Eligibility
You must be at least 13 years old to use the Service (16 in the European Economic Area, or the age of digital consent specified by your local law, whichever is higher). By using the Service you represent and warrant that you meet this minimum-age requirement, that you have the legal capacity to enter into a binding contract under the law of your country of residence, and that you are not barred from using the Service under any applicable law, regulation, or sanctions programme.
4. Accounts (if applicable)
The free tier of the Service does not require an account. If we release a paid, authenticated, or enterprise version in the future that does require an account, the following additional rules will apply: (a) you must provide accurate and complete registration information, (b) you must keep your password confidential and are responsible for activity under your account, (c) you must notify us immediately of any suspected compromise of your credentials, and (d) we reserve the right to suspend or terminate accounts that appear to be used in violation of these Terms.
5. Licence to use the Service
Subject to your compliance with these Terms, PDFWhirl grants you a limited, non-exclusive, non-transferable, non-sublicensable, revocable licence to access and use the Service for personal or internal business purposes. The licence does not permit you to: (a) resell, sublicense, or redistribute the Service; (b) integrate the Service into a product that competes with PDFWhirl; (c) remove, obscure, or alter notices of copyright, trademark, or other proprietary rights; (d) use the Service to train machine-learning models without a separate written agreement; or (e) use the Service in a way that would be inconsistent with these Terms.
6. Your files and content
You retain all rights in and to the files and content you submit to the Service. PDFWhirl does not claim ownership of your files. You grant us a limited, temporary, worldwide, royalty-free licence to receive, store, transform, and return the files strictly for the purpose of performing the action you requested. This licence automatically terminates when the file and its outputs are deleted from our processing environment, which normally occurs within two hours of processing completion.
You represent and warrant that you have all rights and permissions necessary to upload the files to the Service, that your use of the Service with those files does not infringe the intellectual property rights, privacy rights, or other rights of any third party, and that the files do not contain malicious code, personal data for which you lack a lawful basis to process, or content that is illegal in the jurisdiction in which you or the data subject is located.
You are solely responsible for maintaining your own backup copies of files you submit to the Service. Because our processing environment is ephemeral, we cannot recover a file that has passed the retention window.
7. Acceptable use
While using the Service, you agree not to:
- upload or process content you do not have the legal right to handle,
- use the Service to violate any applicable law, regulation, or court order,
- infringe intellectual property, trade secrets, privacy, publicity, moral, or contractual rights of any person,
- upload content that is defamatory, harassing, hateful, sexually explicit involving minors, or otherwise abusive,
- distribute malware, exploit code, or documents designed to harm the recipient or the Service,
- use the Service to process child sexual abuse material, to facilitate human trafficking, or to further terrorism,
- circumvent, disable, or interfere with security-related features of the Service,
- automate requests at a volume or rate that burdens infrastructure or degrades the Service for other users,
- scrape, reverse-engineer, or otherwise extract the underlying code, data, or algorithms of the Service, except to the extent this restriction is expressly prohibited by applicable law,
- resell, redistribute, or provide the Service to third parties as a paid or free service of your own,
- use the Service in any manner likely to create an impression that is misleading, fraudulent, or designed to impersonate another person,
- bypass rate limits or abuse-prevention mechanisms, or
- use the Service to develop, train, or validate machine-learning models without our prior written consent.
We reserve the right — but do not assume an obligation — to monitor use of the Service, investigate reported violations, and take appropriate action including warning, suspending, terminating access, reporting to law enforcement, and pursuing civil or criminal remedies.
8. Fees and future paid features
The public PDF tools on pdfwhirl.com are offered free of charge. We may in the future offer paid tiers with additional features (for example, larger file-size limits, batch processing, API access, or OCR). If and when paid tiers become available, the specific fees, billing cycles, refund rules, and cancellation conditions will be presented on the dedicated Pricing page and will be accepted by you at the time of checkout. Unless a paid contract is explicitly signed between us, you owe no fees for the use of the free tools described in these Terms.
If a paid tier is introduced, we will bill the specified amount through a reputable payment processor. PDFWhirl does not directly store payment card numbers on its servers. Subscription renewals, if offered, will be clearly labelled and will include a one-click cancellation mechanism as required by applicable consumer-protection law.
9. Third-party services and links
The Service may include links or integrations with services operated by third parties, including but not limited to cloud storage providers, content delivery networks, advertising networks (such as Google AdSense, publisher ID ca-pub-1004794055866437), analytics vendors, and reference websites. PDFWhirl does not control those third-party services and is not responsible for their terms, privacy practices, content, advertising, or products. Your interaction with third-party services is governed by the terms and privacy notices of those services, and we encourage you to read them before use.
10. Intellectual property
All rights, title, and interest in and to the Service — including the Site's design, layout, graphics, logos, wordmarks, trademarks, trade names, user-interface text, icons, documentation, source code, database schemas, and configuration — are the exclusive property of PDFWhirl or its licensors. Nothing in these Terms transfers any of those rights to you. The PDFWhirl wordmark and the stylised PDFWhirl logo are trademarks of PDFWhirl. Use of those marks beyond ordinary referential use (for example, mentioning PDFWhirl in an article) requires our prior written consent.
If you believe that any content displayed on pdfwhirl.com infringes your intellectual property, please send a notice to support@pdfwhirl.com that includes a description of the work you claim has been infringed, the location of the allegedly infringing material on our Site, your contact information, a statement of good-faith belief that the use is not authorised, a statement under penalty of perjury that the information in the notice is accurate and that you are authorised to act on behalf of the rights holder, and your physical or electronic signature.
11. Feedback
If you send us ideas, suggestions, feature requests, mockups, or similar feedback about the Service, you grant PDFWhirl an irrevocable, perpetual, worldwide, royalty-free, sublicensable licence to use that feedback for any purpose without owing you any compensation or attribution. Feedback is not treated as your confidential information. If you would like to keep a particular idea confidential, please do not submit it to us.
12. Availability and changes
We strive to keep the Service available 24 hours a day, but we do not guarantee any specific uptime. The Service may be temporarily unavailable due to scheduled maintenance, infrastructure upgrades, DDoS mitigation, vendor incidents, or force-majeure events. We reserve the right to modify, suspend, or discontinue any part of the Service at any time, with or without notice. Where practical we will provide advance notice of material changes via a banner on the Site or a blog post.
13. Security and abuse
You agree to notify us promptly at security@pdfwhirl.com of any suspected security vulnerability, data exposure, or abusive behaviour affecting the Service. You will not publicly disclose a vulnerability before we have had a reasonable opportunity to investigate and remediate. Responsible researchers acting in good faith under this clause will not be subject to legal action from PDFWhirl for ordinary security testing that does not cause damage, exfiltrate user data, or violate applicable law.
14. Disclaimers
THE SERVICE IS PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS. TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, PDFWHIRL DISCLAIMS ALL WARRANTIES, WHETHER EXPRESS, IMPLIED, STATUTORY, OR OTHERWISE, INCLUDING BUT NOT LIMITED TO THE IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, AND NON-INFRINGEMENT. PDFWHIRL DOES NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED, ERROR-FREE, OR SECURE, THAT DEFECTS WILL BE CORRECTED, OR THAT OUTPUT FILES WILL EXACTLY PRESERVE THE FORMATTING, COLOURS, FONTS, EMBEDDED OBJECTS, INTERACTIVE CONTROLS, OR METADATA OF INPUT FILES.
You are responsible for verifying that a processed file meets your needs before relying on it. The Service is not a substitute for professional legal, medical, accounting, or regulatory advice.
15. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL PDFWHIRL, ITS AFFILIATES, OFFICERS, DIRECTORS, EMPLOYEES, AGENTS, OR LICENSORS BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS, REVENUE, BUSINESS, GOODWILL, DATA, OR OTHER INTANGIBLE LOSSES, ARISING OUT OF OR IN CONNECTION WITH YOUR USE OF, OR INABILITY TO USE, THE SERVICE — WHETHER BASED ON CONTRACT, TORT (INCLUDING NEGLIGENCE), STRICT LIABILITY, OR ANY OTHER LEGAL THEORY — EVEN IF PDFWHIRL HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, PDFWHIRL'S TOTAL AGGREGATE LIABILITY ARISING OUT OF OR IN CONNECTION WITH YOUR USE OF THE SERVICE SHALL NOT EXCEED THE GREATER OF (a) THE AMOUNT YOU HAVE PAID TO PDFWHIRL IN THE TWELVE MONTHS PRECEDING THE EVENT GIVING RISE TO THE CLAIM, OR (b) ONE HUNDRED US DOLLARS (USD 100). Because the free tier is provided at no charge, PDFWhirl's liability to users of the free tier is capped at USD 100.
Some jurisdictions do not allow the exclusion or limitation of implied warranties or the limitation of incidental or consequential damages. In those jurisdictions, the above limitations apply only to the extent permitted by law.
16. Indemnity
You agree to indemnify, defend, and hold harmless PDFWhirl, its affiliates, and their respective officers, directors, employees, agents, and licensors from and against any claim, demand, loss, liability, damage, judgment, settlement, cost, and expense (including reasonable attorneys' fees) arising out of or related to (a) your use of the Service; (b) your files or content; (c) your breach of these Terms; or (d) your violation of any law or the rights of a third party. We reserve the right to assume the exclusive defence and control of any matter for which you are required to indemnify us, in which case you agree to cooperate with our defence of such claims.
17. Termination
You may stop using the Service at any time. We may suspend or terminate your access to the Service at any time, with or without cause, with or without notice, including if we suspect that your use violates these Terms, applicable law, or the rights of others. Upon termination, the rights granted to you under these Terms will cease immediately, but the clauses that by their nature should survive termination (including intellectual property, disclaimers, limitation of liability, indemnity, governing law, dispute resolution, and miscellaneous) will continue to apply.
18. Force majeure
PDFWhirl will not be liable for any failure or delay in the performance of its obligations arising out of or caused by events beyond its reasonable control, including but not limited to acts of God, acts of war, terrorism, civil unrest, pandemics, government actions, internet or utility outages, cyber attacks, or labour disturbances.
19. Governing law
These Terms are governed by the laws of the jurisdiction in which PDFWhirl is established, without regard to its conflict-of-law rules. This choice of law does not override any mandatory consumer-protection rights that apply to you under the law of your country of habitual residence.
20. Dispute resolution
We encourage you to contact us first at support@pdfwhirl.com if you have any concern about the Service. We will review the concern in good faith and try to resolve it amicably. If we cannot resolve a dispute informally within 30 days, either party may pursue the matter before the courts with jurisdiction over PDFWhirl's place of establishment, subject to any mandatory rules that entitle consumers to bring proceedings in their country of residence. The European Commission provides a platform for online dispute resolution available at https://ec.europa.eu/consumers/odr.
21. Changes to these Terms
We may update these Terms from time to time. Updates will be posted on this page with a revised effective date. Material changes will be highlighted, for instance through a banner on the Site, a blog post, or an email to users who have previously corresponded with us. Continued use of the Service after the effective date of an update constitutes acceptance of the updated Terms. If you disagree with the update, you must stop using the Service.
22. Miscellaneous
- Entire agreement. These Terms together with the Privacy Policy, Cookie Policy, and Security Statement make up the entire agreement between you and PDFWhirl regarding the Service.
- Severability. If any provision of these Terms is held invalid or unenforceable, the remaining provisions remain in effect.
- No waiver. Our failure to enforce any right or provision of these Terms shall not be deemed a waiver of that right or provision.
- Assignment. You may not assign these Terms without our prior written consent. We may assign these Terms, for instance in the context of a merger, acquisition, or asset sale.
- Relationship. Nothing in these Terms creates an agency, partnership, joint venture, or employment relationship between you and PDFWhirl.
- Language. These Terms are prepared in English. Translations are provided for convenience; in case of conflict, the English version prevails.
- Headings. Section headings are for convenience only and do not affect the interpretation of these Terms.
23. Contact
